Have you tried going to a different Ford shop? The dash recall is for the entire dash to be replaced- based on how bad it is warped- Mine was replaced before I bought the car but the OASIS report stated that the dash was replaced- 3 inch curl. From what I have read on the CEG and Ford tech forums I have found that the service managers try as hard as possible to get out of warranty and recall work- the technicianss do not get paid full pay for that work and some managers feel "bad" for making them do it.
