I had the same problem with a '97 Mystique. The seal around the cabin air filter was replaced and it cured my problem.

Look at your firewall under the hood... bet you have a hole in it that Ford didn't plug or that the gromet is loose on. If not, get under your car and look where the spot is... might be a drain hole that is open or something.

It's possible debris (pine needles, seeds etc) has built up in the trough below where cabin air filter resides. Drain holes on each end of trough, drain into the fender area somewhere between front door and to rear of the front tire.
Water may not be draining away quickly enough and leaks around the cabin air filters base or the filter itself.
