A mil eliminator is only needed if you remove or gut a cat. If a cat, stock or high flow aftermarket, is operating properly the O2 sensor should get a reading within the acceptable range allowed by the EEC.
As to the flange, your system will be: exhaust manifolds (precats) - Brullen Y pipe - Brullen main cat - your catback exhaust. Your Cougar may be different but the Contiques used a two bolt flange to connect the main cat to the exhaust system.
