I've taken a look at it and it still doesn't explain your initial response. But I'll look past that as I'm probably beating a dead horse at this point. It still doesn't give the percentage of Middle-Eastern oil that gets refined by Mexico or Canada, as you seem to state that the DOE could be possibly padding the "import" numbers through this tactic. The graph I pulled up doesn't specify "crude" or "refined" oil, either. As always, if I've misread your intent here, correct me. And, if you know something I don't, educate me.
