I thought you could do that simply by the 3 position switch on the dome light normal/off/12 second delay.
I have the electrical manual for a '97.
Edit @ 8:00am: OK now that I've had a coffee I see my original answer was partially wrong. I think the first position of the switch is ON rather than NORMAL. The on position doesn't bypass delay it simply keeps lights on. I guess the way it currently works is that ignition key puts lights out if the 12 sec hasn't expired.
I'll think about this a little more and re-post.
