Say what???
You can program the PCM (via chip or custom reflashing) to turn the fans on & off at any temperature you wish!
Each fan is independantly controlled as well.
Stock settings are:
Primary Fan On: 216 - Off: 212
Secondary Fan On: 228 - Off: 220
