According to the Ford TSP, TPS voltage is as follows:
KOEO (key on engine off): .53 - 1.27
Hot Idle: .53 - 1.27
30 MPH: 1.0 - 1.3
55 MPH: 1.1 - 1.4
There is a also graph that shows TPS varying between .65 volts (at idle) and 4.538 volts (at WOT).
