Good or bad paint has nothing to do with rust problems on 1998 and newer tours . In 1998 ford discontented or stopped sealing the door , hood and trunk sheet-metal skins. No sealing around the inside doors = rust . Check out 1995 to 1997 tours inside doors and you will see the difference. I am not talking about the rubber seal .... Do not forget to check your trunk lids as they will rust also . DO a search and you will find articles about people sealing their door sheetmetal on the inside edges to try to head-off the rust problem on 98 + tours ......
My 95 tour ... No rust.
So after your 98+ tour totally rusts out in 2 years or so
Go to a salvage yard and get doors off a 95 to 97 tour which will have no rust and put them on your car
