I'm guessing it's just surface rust from water coming out of the drainage holes, hopefully this plague is not taking root inside my doors! 
I have rust there as well. I also have rust on both rear doors right where the window weather stripping is on the bottom left hand corner.
My Finace's Subaru was made in 1994 and never has been garaged and has been through 2 winters in Idaho, 3 winters in Denver and 5 winter in Boston. NO RUST ANYWHERE
