they don't come painted.I bought my side skirts and front bumper brand new from bill jenkins and everything came in black(not painted black). You also have to buy the center brace for the bumper the se is to short and the mounts for the fog lights,the lenses are okay but the brackets are again to short.The svt bumper is closer to the ground,trust me i found out later and had to wait for the parts.
the rear bumper i got from greenleaf autorecyclers.you can do a search at greenleafauto.com i got my rear svt bumper for $395,i lucked out,they usually run around $450.Brand new for the rear would be about $500-$600 w/o lower grille.
one more thing,the front bumper needs the lower grille if it doesn't have it and you need about 12 clips to hold it in(they are cheap)and then you need the uppergrille to finish it off.the se has straight slits and the svt is honeycomb.
