Hello all:

I understand that there is a recall for springs, but only 'some' cars are
covered.

I want to know:
who's covered, and why

Last year I had to replace front springs (right front broken down low), now
I have broken rear springs.

If this is due to the salt belt (winter roads), why wouldn't cars from the
Twin Cities qualify?

If this is due to poor quality part, why wouldn't I qualify, since it is
clear that my springs have sprung.

Anyone know who/where I could rant and rave to get covered or reimbursed.

I'm not sure which models were affected, but you could check alldata to see what they have listed. The recall only installs shields to keep a broken spring from puncturing a tire, but if you've had a spring failure, you can get reimbursed iirc.
