After reading what I could find here about dealing with rusted and headless screws including this:

I started the process of finding a way to get my rear plate mounted on my "new" '96 Contour. I noticed that the thing the two lower screws go into has a hex head on the inside. I did not have any tool that I could get to it with though. If I were able to get something on there and turn that nut-like thing...does any one know if that would allow removal and subsequent replacement of that?

After some more searching I ran across a post by Mani who used double sided tape to hold rear plate on. I like that idea better than all that drilling and stuff. Since plates stay on for 7 years...car should be a real junker by the time I need to get the plate off again.
I'm thinking of using that white stuff that is maybe 1/16 inch thick...I think they call it mounting tape or mounting squares depending on what form you buy it in.
I still have one screw hole that is usable but no screw, so I figure if I can get one screw to fit that will be my safety back up in case the tape ever fails.

Might be best to use 3M automotive weatherstrip/molding tape. Will be more weather resistant than standard tape. Strong too...

3m indoor/outdoor mounting tape has worked so far for me (1 year). the screws that were on rusted and snapped when the previous owner attempted to remove the plates
1995 Mercury Mystique GS 2.0L Zetec, MTX 10% dents all around its not my fault its teal!!! it was cheap!

Stopped at Menards yesterday...they had Scotch exterior mounting tape, will put that to use when I get my permanent plates.
