Probably had the OBD-II style software control algorithms but not the standard hardware and fault indicator conditions of true OBD-II. Would make sense, since Ford knew the car was going to have to switch after just one model year, so might as well develop the engine control software to be as OBD-II compliant as possible, to prevent problems converting for 96MY. But, the fault codes are certainly not OBD-II and the datalink connector is different and not in the standard location.
