I'm not sure on the specifics, but all it does is combine gasoline with super-heated water (at the temp that it is at it's actually dry-steam) that is warmed by the engine. The reason you don't need fuel-injectors to work(once you drive long enough to warm the water) is that the steam atomizes the gasoline when they combine in their "plasma" state.

You would think that water would be bad for the engine, but in the plasma-like state that the gas and water combine in, the water is volatile and increases the BTUs when the gasoline ignites and takes less gasoline to do the same work as before.
