I suggest some of the people here do a little research of their own before they start jumping down someone's throat screaming "That's not possible! It can't be done!"
Citation's Dad is far from the first to do this. The potential uses of plasma, or the combination of various materials in plasma-like states, to power automobiles has been researched for almost 20 years by legitimate research institutions like MIT, and corporations, and the programs have been remarkably successful. There are companies that market the technology. I recall reading about a company called Promo Technology marketing the training and products necessary.
Just because you haven't heard about it, or it seems totally stupid, impossible, or "retarded" to you, doesn't mean it's not possible. People said the same thing about the automobile 150 years ago -- but someone made it anyways.
Possible? Yes, it's been done. Practical? That will take more research.
