Looks like a junkyard motor with a couple of bucks worth of home-depot plumbing supplies attached to it. Could be someone's idea for some BS type of intake water injection - though that pipes got a diameter big enough to feed several toilets. Come to think of it that might be a better use for the hardware. Feeding the toilets about all this threads good for.
