I wouldn't say that electric fans are junk or not capable of boost in a car. They are very capable if designed correctly to produce as much boost as you want. You can use a very strong motor to turn a turbine just like you use the engine to turn on in a centrifugal blower. The problem is how efficient is it, and what kind of power is required to turn it.
As far as the rpm, you can use gearing to achieve the desired turbine speed. The problem is the car electrical system is not cabable of supplying continuous high power for a serious electric blower. Think of the electric car and the power the motors have that make the car move...except they suck lots of electricity.
