Sure they have. You just have not looked for it.

It has been done for as little as around ~$800. ($500 low mileage engine plus gaskets & misc parts)

Now if you get ripped off (IMO - $2k for a shortblock ) by a place like SHOShop then it's probably 6-7 times that amount with labor.

I think a simple 3L hybrid (new bearings, rings, gaskets) for $1000 is doable by anyone capable of turning their on wrenches.
Maybe $1500 for 3L valve work.
For $2500-3000 a unbreakable high CR 3L with ported heads (etc, etc)
