You can buy wheel paint at Pep Boys. Be sure to take your time and sand and prep the wheels real good. Also use a good clearcoat, several coats. If not the paint wont last long. I know this by experience.
Also, after painting them, dont use any strong wheel cleaners. Soap and water will do fine. Anything stronger can take the paint off.
