it is usually tire dependant, a manufacturer cannot allow a vehicle to be capable of speeds higher than the factory tire is rated for.
Example, the Mustang GT in 99-01 that came originally w/ the 16" wheels had tires rated at 129mph (IIRC) so they were electronically limited to 125mph, where the GTs that came w/ 17" tires had much higher speed rated tires (149+) and they did not have electronic limiters.
