The headers will give you something to smile about after you put them on so the headers will have a sense of worth and not feel wasted. The pre-cat gutting will possibly do something but I am against it since I first gutted my precats and didn't get the benefits I wanted. Then I got headers and my low-end power was greatly improved! No matter what anyone else says to me, I have proven to myself that a set of MSDS headers significantly out-perform gutted manifolds in a Naturally aspirated engine. I was not able to prove to myself that the gutted pre-cats were significantly better than non-gutted. If you want to see some dyno proof, look in the dyno and drag section for "MSDS headers, dyno results" or something close to that, and you will find the links to my dyno runs that back my opinons. The comparison is exactly what you are asking about along with some more discussion.
(or I could say like some people do "SEARCH", but I'm against it. However they do have a point )

IMHO gut the pre-cats. I've got a 1995 V6 Mystique with 155k at the time of the run, with the original clutch no less, and I ran a 15.6 (2.63 60' time) @ 91mph with just a kkm, bat intake, gutted pre-cats and SHO y-pipe.
Before I gutted the pre-cats/SHO y-pipe I ran a best 15.88 @ 88 mph.
It's up to you....but I didn't have an extra $600 to spend.
