federal laws says you can't touch the cat, that is unless something is wrong with it. not sure about relocation, but i'm sure you can do it legally, though what inspector would know?? if you can't find a shop that'll touch your cat then you can take a hammer and beat the crap outta your stock cat, then legally they can change it. or you can move to one of the over 100 counties in georgia that don't check those kind of things. (no federal agents come around searching car exhausts
