Sounds like the throttle cable is hung up. There is a TSB for 98 tour's about some throttle cable's have a burr on them that cause them to get stuck. I'd have a look at the throttle body and see if it's stuck open, if it is, then that's it. Maybe there is something else to it that someone else will know. Anyway, it sounds like the cable is stuck.
Oh yeah, is the pedal sitting at it's normal height or is it further down to the floor? If it's to the floor, stuck cable.That should also help solving the problem.
