Sounds like the conductive paint is scratched through somewhere between the part that works and the part that doesn't, probably on the wide strip at the side, or all the lines that don't work are scratched.
If you look closely in the right light you should see it.
Go to the store and ask for some defroster repair paint.
Clean the area and mask off the edges. Then use the conductive paint. Let it dry thoroughly before using.
