Yes, there are air temp sensors and water temp sensors that tell the ECU when it's warm/cold vs the outside temps. That's not going to be your problem though I'll bet...

I agree with Gregg that it's your IAC. The IAC going bad or getting dirty doesn't always result in throttle hang. I just had to replace my IAC for the same reasons you're describing... stumbling idle, searching a bit while it's cold. I would have just cleaned it and reused it, but since I have 10 or so laying around, I thought what the heck...
