For clearcoating, the hood should be prepped as any other painted surface. The shop should treat the hood as if it is painted, from what I have been told. This means that the hood should be lightly wetsanded (and buffed?) to ensure consistent surface to bond the clearcoat, and then sprayed.

Basically, the same step they'd treat the paint with before adding clearcoat is the same step they should treat the hood with before adding clearcoat.
