That's correct. The assembly directions are kind of vague here, but in the most simple terms... If you did release tension first, then tighten down the cams, you creating more tension on the chains as the cam is pulled down on the opposite end. The extra stress of the cams getting tightened up can easily break or stretch a chain. Now doesn't that just put a pit in your stomach?
