That's just one possibility. Strictly speaking, it means the cam timing falls outside of a pre-set range or remains retarded even when retarded camshaft timing isn't called for.
Possible causes: Cam timing improperly set, continuous oil flow to the VCT (variable cam timing) piston chamber, VCT solenoid stuck open, or camshaft advance mechanism is binding.
The TSB I mentioned addresses the VCT control system being hung up on a machining burr or the oil feed to the VCT system being plugged with debris. It's certainly worth considering, in light of Ford's publishing a specific procedure just for that trouble code.
