No load would be easier on the engine because there is... yep... No load on it. 
Now under no load the engine will spin up faster and thus hitting the rev limiter will overspeed the engine further.
I've hit 7k with no load when testing the rev limiter. While I definitely would not recommend this as common practice the engine will not self destruct.

If you don't like the 4,000 neutral rev limiter be happy you don't drive a Lincoln LS. The neutral rev limiter on them is 3,000 RPM and is a source of a lot of complaints. The customers are convinced that there is something wrong with their engine because it won't rev higher in neutral.

i think the whole purpose is to keep the guys and gals with ATX's to keep from revving that high and trying to snatch it down into first at a dead stop....thus ripping your tranny apart and your butt a new hole for the repairs if you should do this...

You can! Well, maybe not all the way to 6750... Back when I first started driving, I was at a stop light, revved to 4K in neutral, slammed it in drive and FLOORED IT. The ATX has the lag between the gears, and allowed the engine to get to around 5700-6000 before it caught drive. No need to tell me how stupid I am! I only did it twice...

yeah, in high school i had a friend that had a '68 charger,and he would rev it up in neutral and slam it in drive all the time...he stopped doing it only after we left many tiny pieces of his tranny all over the street in front of the people he was trying to impress....that was one tough tranny though to have held up to the many times he did it before it finally had enough....
