He's telling you the estimated power at the wheels.
Both the SVT 2.5L and the 3L are rated at 200HP so therefore it stands to reason a straight swap would leave you with the same HP as a stock SVT. Add about 25 in the TQ department though. 
Then he added the 200HP rating on the Taurus is using a quasi-dual exhaust. Drop some power for running it with a OEM single exhaust. (or even OEM piping) In other words. Upgrade the exhaust first! Perfect time for true duals. Then there's the intake and the manifolds and the...
