I sympathize with you all. I tried vice grips, a grinding wheel, WD-40...All no use. I finally resigned myself to buying a new back reflector, well, until I found out that it is $280 from Ford. Ford does recognize the problem, and have a solution for those who have let the rust monster win the battle. It is a strip of PVC plastic with anchor holes set into it. The surgical procedure involves using a 5/8ths boring blade on your drill and removing the offending rusted anchors entirely. The new piece has double stick tape, and adheres to the inside to the relector piece. The new screws are wood/sheet metal looking things, and sink into plastic, so rust will no longer be an issue. Note that the part will only fix two of your four mounts for the plate, so two of these baddies may be necessary. Price was $10-15, iirc. If interested, I will dig up the part number.
