I was pointed to the airbag codes on a thread on
http://www.fordmondeo.org . It seems likely that I may have disturbed the seatbelt pre-tensioner wire under the driver's seat, so I'll check that out.
As for the airbag - frankly, I don't car if it works or not. The added benefit of an airbag over the seatbelt is pretty miniscule - and speak from some experience as far as seatbelted accidents go...
