I noticed the other day that I had the floor heater on pretty warm and on the 3rd fan setting and was not overly warm (by that much time driving, I usually have turned down the temp and the fan setting). I switched it up to floor/panel and put my hand by the vent. Nothing. Just a little warm air leaking out. I switched to the other fan settings...nothing worked EXCEPT the fourth. It still blows like a mother when it's in the highest setting. I have no idea what could be causing this except a bad fan or fan motor...any ideas? Is it difficult to replace??

it's the resistor in the fan. There's a recall on it. Do a search on this site for "resistor" and you'll see a bunch of posts just like yours.

It might be under recall, and it might not be. Someone said that the 99's werent covered under recall. It's located under the glove box. I think it costs around $10.00 from Ford.

Check if your car is ellible for the recall. If so let Ford fix it.
It is most likely your resistor pack. The fan speed is controlled by resisitors is series with the fan. The high speed setting does not have a resistor, so it always works.
These resistors burn out really easy, and if one resitor blows all the speed settings are lost except the high speed.
To find your resitor pack you will have to look under the dash towards the center of the car passenger side. It is a whiteish color with a ceramic material base with a wire harness plugging into it. It snaps in place and is a little tricky to remove.
Check if you are covered first for the recall.

My car did the same thing. Checked heater/switch resistor and it was noticeably damaged. Ford #YS4Z-18591-AA for $7.70 including tax. As stated earlier, it is a bit annoying getting to the resistor - mine had a black base and was located above the fan in the upper right side passenger foot well, (basically behind the glove box).

Thanks for the help guys...we found it, went out got the part from a dealership and installed it without any big issues. I don't understand why you would take it to the dealer for a $7 recall part though...it took around 20 minutes to install it ourselves....the dealership would have no doubt had it all day and maybe more since it's Christmas...plus I won't take my baby to anyone else to work on her unless I absolutely cannot do it between me and my dad who is quite mechanically inclined...I don't trust em....hehe...but anyway, again, thanks a lot! I have a question. My blower fan works fine. But I can't get to blow anywhere but in the deforst setting. No matter which setting I put it in(floor,panel). It just blows straight up, Deforst setting.

Vacuum line is loose or broke. Mine has the same problem ever since I drop the new engine in and the line broke.
