It's either several hundred for new keys or $100+ (IIRC) for a dealer reflash.
Dealer reflash could also do the SVT program as well.
However I strongly agree with Chris that the SVT program is NOT the way to go.
Not even for someone with all the SVT bolt ons! There is just too much internal engine work differences (EHing, cams, CR, etc) and besides the stock SVT program runs rich as hell to begin with.
