Yeah, that's right; no holes on early 'Tour fenders. It'll still work, though. You just need to cut out a hole, which means you can put the marker anywhere on the fender, but it'll be harder to get the two sides to match up perfectly without a pre-cut hole, as on the later cars. When you pull off the emblems, I'd use the or leftover adhesive as a templete to match one side with the other so you don't have one light up high and one too low.
