I put Sylvania Cool Blue bulbs in both my high & low beams. Got them at Advance Auto for $14.95 each - $60 for all 4. Then I put in the 50 watt fog light bulbs - also from Advance Auto - I think they're ~$10 each. The fogs and low/high beam are not the same color, but close enough for me and I'm happy with the difference in the low/high beam bulbs. They're not ricey/blue, just a whiter light.

As for the fogs, I took apart the fog light assembly, hacked off a few coils of the positioning spring with a Dremel and reinstalled, allowing me to properly aim the lights instead of them pointing straight down. That plus the 50 watt bulb is a remarkable difference, and cheap too!
