IMRC's are a b!tch..
Atleast yours is a physical problem that can be seen. Mine turned out to be a shorted wire.
I believe this was a major problem back in the day with the IMRC... I think Ford did a recall on it or something, It happens when the wire rubs against the pulley that is under the cover.
Glad you know what it is already and should be able to fix it quickly.
About your questions.. Not really sure. If your IMRC doesnt open once, I dont think it will throw a CEL at all. If it happens more than once on seperate "key-on's" you should get a CEL. I know mine wouldnt throw a CEL on the first start after a reset of the ECU, but the next key on would.
