When you say at the crankshaft, that implies that it includes the flywheel. So it is either at the crank/flywheel or at the wheels. Most people accept a 15-17% loss of power due to the drivetrain components so if you multiply your crank power by 83-87% then you get the estimated wheel hp. Mostly we calculate the other direction from wheel back to crank so that we can more accurately compare our measurements to manufacturers. All the ratings from the manufacturer are at the crank which is a bit deceptive considering the many types of drivetrains out there, i.e. all wheel drive, front and rear wheel drive.
