May be just the E-brake cable.
Once they start sticking they need replacement. Take the sticking wheel off and see if the lever moves easily. Then have someone engage and disengage the E-brake. If it does'nt move back all the way by itself, the cable is probably rusted. No fun to replace in the cold.
