DOT = Dept. of Transportation I think that it will completely depend on your state and your knowledge of federal code reguarding aftermarket car parts. There are laws on the books (although seldom enforced) that regulate every part of an automobile(although they are usually ridiculously vague). Basically if the box the nozzles came in said "intended for off road use only" then they can probably tag you for it. Be careful going to court, cause even if you get the fine dropped you'll still have to pay the court costs.
