As per SHO Shop installation instructions:
9. Slide UD Crankshaft Pulley onto the crankshaft, slide stock dampener inside UD pulley and secure it with supplied 1/4" bolts.

As you can see from the above instructions, the dampener goes inside the pulley. Henceforth, the dampener is still attached to the crankshaft and can still cancel out harmful vibrations. Also, since the dampener is inside the pulley, I see no opportunity for fender rubbing. Just my opinion. Let me know what you think!
