As Terry H. mentioned, possible worn alternator brushes. Another possibility is scored commutator or worn bearing that allows rotating element to contact the field coils & generate the whining sound. Replace alternator.. OR...

could it be a low fluid level in the power steering pump reservoir?...just my $00.02. laugh
