No. It works very effectively. It burns off the extra gas left over when you close the throttle plate suddenly. Cuts emissions tremendously.
So thereby the TH fix will actually cause your cats to fail sooner. (eating more unburnt fuel - pre-cats especially!) Though I'm sure nobody looks at it that way...
