Sounds like something is wrong with the actual power antenna itself, not the relay. To extend the antenna (and keep it extended) the HU sends a constant 12V. When you turn off the 12V from the HU, the antenna will retract.
It sounds like the problem is with whatever registers the antenna as fully extended and cuts the motor.
