You can SUCK the fluid out the dipstick tube line. If you have a good vacuum pump and a bottle for brake jobs it will work
A turkey baster and a thin vinyl tube will do but will be messy and slow. I'd say some seals have been blown 'cuz of the overfill. That is the fault of the installer. If they didn't check it before they test drove it. One drive way too full can blow out some of the seals.
