It's not some big conspiracy - many cars have "Bulb Out Detection" now. Not sure if it's part of the FMVSS or not, but otherwise, how else would you know a bulb is out? I wish there was an indicator for headlamps, foglamps, and center tail light as well.
Also, Ford Motor (the people that design the circuits) doesn't get anything out of a dealership charging $50 for a diagnosis. Actually, anything charged to diagnose a bulb out is highway robbery, especially since most places charge 1 hour (or even half hour) minimum labor, more than enough for determining what bulb is out and replacing it. I'm sure Ford charges much more than, say, NAPA for bulbs though.
FWIW, I have the same "on again, off again" bulb right now. Didn't work for the last 3 days, didn't work this morning, worked fine on the way home just a minute ago. I have a bulb ready to go, but it's raining. I bet it's a bad connection at the bulb, instead of the bulb itself in my case.
