Noticed you said new cabin filter. I also notice alot of fog of windshield any time it is or has rained. When I replaced the cabin filter I added to the soft chaulking around the underside of the large plastic cover which has to be removed to get to the filter. You should use a very soft chaulking which won't dry out and is NOT at all adhesive you may want to remove the cover again. Pay particular attention to the joint between the cover and the windshield. I used rubberized speaker chaulking from www.partsexpress.com. [*]null

You said you have no A/C, that's your problem. The A/C dries the air so it can evaporate the fog on the windshield. No A/C means you're just blowing humid air back at it.

hopping to fix it befor winter noticed a heater recall too look into maby this could be it

Mine had that problem too. My dad's Grand Am did the same thing. I just put some Rain-X anti fog treatment on the windshield and it hasn't happened since.
