I had a boat-sized 1980 Pontiac Catalina; rear windows rolled down about half-way, for the same reason as they do in the the Contique: rear whel-well design and its space-saving location. What with the downsizing from a 123.4" wheelbase to 116", you had to find space where you could! Performance(?) of the 4.4L engine? 0-60mph in about 14 seconds...

Doubt it as the rear windows in my 250 Crew Cab go ALL the way down. A small child could easily fall out of those windows...

Rear windows in my moms car go all the way down, its so cool, put the key in the keyhole, turn it backwards, all windows go down and sunroof opens I dont get the idea of why it has it, but its good to know...

My only guess would be to let you vent the car on a hot day right before you get in. Otherwise you'd have to open the car, get in (yuk ) put the key in the ignition, power it up, then bring down the windows and open the sunroof.
Or maybe not.
