That was a big problem with 98.5 and up SE's. They were horrible about options. Pre-98 SE's came mostly loaded and was darn near the only way to get the fold down.I see 98.5-up SE's all over that are running around with hubcaps and a 4-banger in them. That isn't a real SE, that was Fords joke to sell a fender badge or something
. It isn't hard to switch over to fold-downs though. you just need a new seatback with the hardware. Check the boneyard.
