Check your throttle linkage for a THIRD Cable. This cable would be on the OPPOSITE side of the throttle cam. It would NOT be connected on the same side as your Cruise and Accelerator pedal. This would be the Transmission Kick Down Cable. If the cable is frayed and not returning to the REST position, it is holding the kickdown throttle in the transmission in the OPEN position, which keeps your transmission in a lower gear.
You will need to disconnect and REPLACE this cable. Don't disconnect it until you get a NEW Cable. Once you disconnect the linkage in the transmission from the cable, if you drop the linkage inside the transmission, you will need to DROP the pan to get it back.
